android - Send Push Notification or Passbook Pass without an installed app via iBeacon -

Is it possible to notify a user or push a passbook close to a user when he is near a certain location (IBeacon, for example).

I thought I read somewhere that iBeacon was able to send a message with the link to the app when someone was connected to that particular iBeacon without installing an iBeacon app around it.

Passbook works basically with ibeacon but only for nearby revival. (Aire makes apear on the lock screen with a revision)

I am getting an Ajax call on a jsp page which in turn is redirecting based on the value of a flag variable JSP file.
